Sweden passed legislation last week which legally binds the country to reach net-zero emissions by the year 2045, five years earlier than previously planned. The new Climate Act passed in parliament with an overwhelming majority vote (254 against 41) and is more ambitious than what Sweden pledged under the Paris Climate Change Agreement. 2 Introduction to Sweden’s climate policy framework. Adopted in 2017, the Swedish climate policy framework rests on three pillars: • upgraded national climate targets and milestones up until 2045, • a Climate Act establishing an enhanced climate governance framework, The Government's climate policy efforts should be based on the long-term, time-bound emission targets set by Parliament. The Government is also required to provide an annual climate report to Parliament in the Budget, and to develop a climate action plan every four years. The Act entered into force on January 1st, 2018.

Sweden had previously committed to becoming carbon neutral by 2050. The Climate Act is a matter of vital interest for the Green Party, the minor member of Sweden's coalition government. The Green Party has also invested significant political prestige in trying to halt the refinery expansion project due to the alleged increase in greenhouse gases. Considering its northerly geographic location (at the latitude of parts of Greenland and Siberia), Sweden enjoys a favourable climate. From the southwest, Atlantic low-pressure winds blow in air warmed by the North Atlantic Current and make the weather mild but changeable.
